FOIA rewrite before the House

SPRINGFIELD -- Illinois House Repubs are caucusing now to review Speaker Michael Madigan's Freedom of Information Act rewrite.
It isn't a real improvement.
The one thing I recognized out of the 64-page bill is that while it calls for civil penalities for violations of the law, the penalties would have to be paid by the taxpayers, not by the officeholders who violate the FOIA.
That's no way to build support for open and transparent government.
Maybe that's the plan.
