Who would pay for giant Lincoln head?

Does the Urbana courthouse plaza need giant Lincoln head? That's the most ridiculous thing I've ever seen. I'd never heard of Frank Gallo, the supposedly internationally renowned artist.

The article in the Aug. 23 News-Gazette fails to mention that Gallo didn't attend the University of Illinois. Thanks to Google, what I found after a "Frank Gallo artist" search was a penchant for breasts and cliches apparently geared toward people in the "More Money Than Brains Club."
